City’s Housing Element Approved by the State

Adopted Housing Element deemed to be in “substantial compliance” with State Housing Element Law

Mountain View, Calif. The City of Mountain View has now received State of California approval of its updated Housing Element.

“Mountain View is among only a few cities in our region to have a certified Housing Element that substantially complies with state law,” said Mayor Alison Hicks. “Under the steady leadership of the City Council, this certification is a reflection of the countless hours dedicated by staff and the community in developing a comprehensive housing policy for Mountain View. Our Council has prioritized intentional development and housing options and will continue to lead in affordable housing development in the years to come.”    

In a letter received by the City on Friday, May 26, the State Department of Housing and Community Development deemed the Housing Element to be “in substantial compliance” with state law.

The City Council adopted the 2023-2031 Housing Element on Tuesday, April 11. The Housing Element is a state-mandated plan showing how the City can accommodate its required Regional Housing Needs Assessment (RHNA) of over 11,000 new units over the next eight years.

The adopted Housing Element is the outcome of over two years of work. It includes programs supporting affordable housing production, preservation, tenant protections, fair housing, homelessness prevention and many more.
