Largest Proposed Development in Mountain View’s History Approved

City Council unanimously adopts Google North Bayshore Master Plan 

Mountain View, Calif. At its Tuesday, June 13 meeting, the Mountain View City Council unanimously adopted the Google North Bayshore Master Plan, the largest proposed development ever for the city. The development project, led by Google in partnership with LendLease, creates a mixed-use neighborhood covering 153 acres in the North Bayshore Precise Plan area, which helps achieve the City of Mountain View’s decades-long vision for the transformation of the North Bayshore area.

“This is a historic milestone for Mountain View,” said Mayor Alison Hicks. “The City Council’s adoption of the Google North Bayshore Master Plan signifies a momentous step towards realizing a sustainable and connected community full of opportunities to live, work, learn and play. This transformative plan incorporates the development of vibrant neighborhoods, affordable housing options, a variety of public parks and open spaces, and improved bike and pedestrian infrastructure. This week’s action demonstrates the Council’s commitment to intentional development, reflecting the aspirations and well-being of the community.”

The 30-year Development Agreement for the Google North Bayshore Master Plan encompasses a comprehensive range of elements designed to shape a sustainable and thriving community, including:

  • Up to 7,000 high-density residential housing units (of which 15% will be affordable units).
  • Approximately seven acres of land dedicated to accommodate 1,050 or 15% of the total housing as affordable units.
  • Up to 3.1 million square feet of office space (of which 1.8 million square feet is net new office area).
  • Up to 288,990 square feet of ground-floor commercial space to serve the new community.
  • Up to 525 hotel rooms distributed across two locations.
  • 55,000 square feet of community facilities for use by nonprofits and residents.
  • Approximately 26.1 acres of public parks and open spaces for community enjoyment.
  • Approximately 4.1 acres of land for a future school site.
  • New public and private streets, along with numerous bicycle and pedestrian improvements, promoting active transportation and safer mobility.
  • An optional private district utility system as part of the enhanced sustainability measures.

The development is generally located north of U.S. 101 and bounded by Charleston Road to the north, Stevens Creek to the east, Space Park Way to the south, and Huff Avenue to the west, on portions of the Gateway Master Plan area located at the northwest corner of Shoreline Boulevard and the U.S. 101 northbound on-ramp, and six parcels between San Antonio Road and Marine Way in the P(39) (North Bayshore) Precise Plan. The Master Plan is also located on a portion of the Shoreline Amphitheatre parcel (Lot C) north of Amphitheatre Parkway in the PF (Public Facilities) Zoning District.

The Google North Bayshore Master Plan has been in the making for over a decade and reached a significant milestone in September 2021 when Google submitted the development application.
