City of Mountain View to Develop Displacement Response Strategy to Prevent and Address Displacement of Rental Residents

Mountain View, Calif. — Responding to tenant displacement is a top priority for the City of Mountain View. The City will hold a comprehensive community outreach process in January and February 2023 to gather public input about potential policies and programs for preventing and addressing displacement of tenants from their homes. This outreach process will include a series of community meetings, as follows:

Spanish and Mandarin interpretation will be available for the meetings on Jan. 12, 25, and 26, and Feb. 21. Childcare and light dinner/refreshments will also be available at no cost at the Jan. 26 meeting.

In addition, the City invites individuals and organizations to meet one-on-one with staff to provide input on policies and programs that should be considered as part of the displacement response strategy.

The City will use the feedback received during this process to inform the development of a Displacement Response Strategy that the City Council will consider in 2023. The options include acquisition and/or preservation of rent-stabilized units, replacement requirements for existing units demolished as part of new residential development, and other potential programs. The input will also be used to inform related City efforts such as the R3 Zoning Update (MountainView.gov/R3ZoningUpdate) and the Housing Element Update (MVHousingElement.org). A follow-up meeting specifically for the R3 project will be held at a future date.
