City of Mountain View Announces New Human Resources Director Maxine Gullo

City Manager Kimbra McCarthy announced today the appointment of Maxine Gullo as the City of Mountain View’s new Human Resources Director. Gullo has over 26 years of experience in local government, having most recently served as the Assistant City Administrator with the City of Carmel-by-the-Sea, where she managed human resources and other administrative functions. Gullo will begin her new position on Monday, Feb. 5.

“I am thrilled to welcome Maxine Gullo to the City of Mountain View as our new Human Resources Director,” said McCarthy. “Maxine has extensive experience leading human resources functions, process improvements, and innovative programs in various organizations throughout the Bay Area.  She will foster a cohesive team environment and further our efforts to advance a cutting-edge, inclusive workforce and dynamic culture.”  

In this role, Gullo and her team will support more than 880 employees at the City. Gullo will oversee all aspects of human resources including recruitment, retention and succession planning, classification and compensation management, benefit administration, employee and labor relations, performance management, leave management, employee training and development, and coordination of employee engagement and wellness initiatives.

In her current role at the City of Carmel-by-the-Sea, Gullo has managed day-to-day operations of finance, human resources, information technology, risk management and city clerk services as well as coordination of the City’s public information announcements. While working there, she was promoted from Human Resources Director to Assistant City Administrator in 2017. Previously, she worked for several cities including Gilroy, Campbell, Sunnyvale, Los Gatos and Fremont in various human resources capacities. Gullo has a Bachelor of Arts degree in Sociology from San José State University. During her career in the Bay Area, she has actively contributed to regional efforts, including the Santa Clara & Alameda County Leadership Academy and Preparing the Next Generation – Silicon Valley. Gullo currently serves on the League of California Cities City Manager’s diversity subcommittee.

The position became open due to the retirement of HR Director Sue Rush in December 2023. Gullo’s annual starting salary is $265,000.
