Arn Andrews to Join the City of Mountain View as New Assistant City Manager

Mountain View, Calif. — City Manager Kimbra McCarthy announced today the appointment of Arn Andrews as Assistant City Manager in the City Manager’s Office. Andrews has over 15 years of local government experience following a successful career in the financial markets. He most recently served as Assistant Town Manager in the Town of Los Gatos. Andrews’ first day with the City of Mountain View will be Feb. 13.

“I am excited for Arn Andrews to join our talented, high performing team in Mountain View in the new year,” said McCarthy. “Arn is devoted to public service and his years of local government and finance experience combined with his focused leadership will help our City move forward in achieving its strategic priorities including Organizational Strength and Good Governance. His commitment to collaboration, innovation and creativity will contribute greatly to tackling complex challenges and priority projects and enhance city operations in the years ahead.”

As Assistant City Manager, Andrews will provide strategic level leadership support for the Finance and Administrative Services, Human Resources and Information Technology departments, and the City Manager’s Office intergovernmental/legislative function. He will oversee and contribute to upcoming strategic projects such as planning for the Information Technology Strategic Plan, which will include the Cybersecurity Strategic Plan; upgrading the utility billing system; planning to fund a new public safety building and other infrastructure improvements; collaborating with a Citywide team on developments in the City’s North Bayshore/Shoreline Community area; and leading continuous improvement efforts to enhance customer service to the Mountain View community.

During his five-year tenure with the Town of Los Gatos, Andrews ensured the day-to-day operations of departments, helped craft and develop the implementation of the Town Council Strategic Priorities, and oversaw the Information Technology Department, Town Clerk Department and emergency preparedness planning. Previously, Andrews worked for the City of San José for 10 years as Assistant Director of Finance in the Finance Department and Chief Investment Officer/Assistant Director of Retirement Resources in the Office of Retirement Services. Prior to his public sector career, Andrews worked in the financial markets including the American Stock Exchange, New York Options Exchange, Chicago Board Options Exchange, Philadelphia Stock Exchange, and Actis Capital. Following his graduation with a master’s degree of Public Administration from New Mexico State University, Andrews received one of 15 coveted International City/County Management Association (ICMA) Local Government Management Fellowship for that year. His fellowship was with the City of San José, which led to his hiring. Currently, Andrews is serving a two-year term on the ICMA Local Government Management Fellow Advisory Board. His most recent awards and commendations include the 2022 Richard Angus Award for Age Friendly Community Service from the Saratoga Area Senior Coordinating Council, Emergency Management Specialist certification from the Governor’s Office of Emergency Services, and the 2016 Chief Investment Officer of the Year award from the Institutional Investor/Investor Intelligence Awards.

In December 2022, the City Council approved a second Assistant City Manager position in the City Manager’s Office. The City Manager’s Office supports the City Council in the development and execution of the City Council’s goals and policies and provides leadership and guidance to City departments in the delivery of City services. Andrews’ annual starting salary is $306,000.
