City Human Resources Director Sue Rush Announces Retirement After 30 Years in Public Service

Rush has served the City of Mountain View for 24 years

Mountain View, Calif. — Human Resources Director Sue Rush has announced her intentions to retire in December 2023 after 24 years with the City of Mountain View. Rush has served in various roles in the City’s Human Resources Department including as the director for the last three years. Her official retirement date is set for Dec. 29, 2023.

"Under Sue’s thoughtful leadership and can-do attitude, the Human Resources Department has been an exceptional partner with management, staff and the bargaining units in finding creative solutions for the challenges the City of Mountain View has faced, especially during the pandemic,” said City Manager Kimbra McCarthy. “Sue has been instrumental in fostering and promoting a positive and supportive work environment for all employees and she has helped make our workplace culture one of the best in the Bay Area. She has led her team by example and has been a great thought partner to me and the members of the City’s executive team. Her resourcefulness and adaptability have contributed to a stronger, more resilient workforce that delivers exceptional public services to the community.”

“It is a difficult decision for me to leave this amazing organization with staff members who work collaboratively at all levels and genuinely want to provide exceptional services to help our community thrive,” said Rush. “Over my time with the City of Mountain View, I’ve seen how our employees have worked through challenging times together including the Great Recession in 2010 and, most recently, the COVID-19 pandemic. Throughout it all, I cannot say enough about our Human Resources team, which has persevered and helped build a stronger organizational culture that celebrates our employees and the work they do for the community.”

In her time with the City, Rush has overseen updates of key policies and procedures including catastrophic leave, telecommuting, bereavement leave, the Employee Homebuyer Program, and the development of the paid parental leave program. She has also grown the Human Resources team to better respond to the City’s unprecedented recruiting demands and related employee needs. Throughout the pandemic, Rush skillfully led the implementation of various employee health and safety rules for the health and welfare of City staff, as well as ensured the City abided by required public health reporting.

As the Human Resources director, Rush is responsible for managing and coordinating all City human resource functions which include employee recruitment and retention, employee training and development programs, classification and compensation management, benefit administration, employee and labor relations, performance management, and coordination of employee engagement and wellness initiatives.

In addition to Mountain View, Rush has worked for the City of Palo Alto and South Coast Air Quality Management District.

The recruitment for a new Human Resources Director is underway.
