The Moffett Boulevard Precise Plan Project was identified as one of the City’s Strategic Priorities in the Fiscal Year 2023 – 2025 Work Plan. The project will implement the “Change Area” goals, policies and land uses in the Mountain View 2030 General Plan, which envisioned a revitalized corridor with a mix of land uses, functioning as an important gateway to the City’s Downtown. In addition, the project is required based on the City’s adopted and certified 2023-2031 Housing Element (Program 1.1(g)c.). 

The map below shows the General Plan Change Area. In addition, the project must also include the Valero gas station on the corner of Moffett Boulevard and W. Middlefield Road. The project may include preparation of a precise plan, if directed by Council.

The process will include the following key steps:

• Fall 2023: Confirm scope and goals of the project at a Council Study Session, including whether the scope will involve preparation of a precise plan or a rezoning and separate streetscape study.
• Winter 2023-24: Hire consultants
• Early to Mid-2024: Conduct community outreach and existing conditions analysis
• Late 2024 – Early 2025: Study Sessions with EPC and Council to determine project alternatives; begin environmental review
• Early to Late 2025: Conduct additional outreach, hold additional study sessions, draft plan and conduct environmental review
• Late 2025: Review and adopt Precise Plan/Rezoning

This project will be heard at the following public meeting:

• None scheduled. 

Meeting agenda, staff report and materials will be posted at  mountainview.legistar.com the Friday prior to the public hearing date and will include information on meeting location, format, and how to participate. 

Prior Meetings

The following prior meetings and workshops on the project have occurred:

• City Council Study Session on November 14, 2023 in the Council Chambers. The focus of the meeting is to discuss and provide input on the Project Scope of Work.
