Artist rendering of a single-story houseOn January 1, 2022, Senate Bill 9 (the California Housing Opportunity and More Efficiency (HOME) Act) went into effect. The bill allows a housing development containing two residential units on one lot within the R1 (Single-Family Residential) zoning district without discretionary review or a public hearing, subject to certain criteria.

SB 9 also allows a lot split to create two lots from one lot (called an "urban lot split") in the R1 zoning district without discretionary review or a public hearing, subject to certain criteria.

The provisions of SB 9 are applied in tandem with the City's existing Accessory Dwelling Unit (ADU/JADU) standards, resulting in the potential for up to four units on an eligible R1-zoned property.

Regulations

On March 22, 2022, the Council approved amendments to the Zoning Ordinance consistent with SB 9. The Council Staff Report, meeting video and materials are available online.
