The Housing and Neighborhoods Division administers programs for extremely low to moderate income renters and homebuyers. The City funds and supports an inventory of affordable rental and ownership units for families, seniors, low wage workers, and developmentally disabled adults. The City’s goal is to create, preserve and improve a range of housing opportunities serving an economically diverse community.

There are two main types of affordable housing in Mountain View:

  • Subsidized affordable apartments for very-low and extremely-low income households. The City, along with other investors, provide funding to subsidize the rents in the affordable apartment developments. There are currently 1,197 subsidized apartments in Mountain View

The City of Mountain View funds and/or participates in many county-wide affordable housing programs. Some of the affordable housing resources available in Santa Clara County are listed below.

Affordable Housing in Santa Clara County

To search for available affordable rental units in Mountain View and Santa Clara County, please visit affordablehousingonline.com. You can also call the toll-free bilingual (English and Spanish) call center at (877) 428-8844, Monday through Friday between the hours of 6:00 a.m. and 5:00 p.m. for help with an individualized housing search.

Housing Trust of Silicon Valley Homebuyer Loan Programs

The Housing Trust has low-interest, down payment or closing cost loan programs available to eligible Santa Clara County residents. Loans vary by income eligibility based on household income and size, maximum loan amount and repayment terms.

Section 8 Housing Choice Voucher Program

The Section 8 Housing Choice Voucher Program provides rental subsidies for very low-income households who reside in privately owned rental units. The voucher subsidy is portable, so Section 8 tenants can relocate to another county or state and receive a rental subsidy from another housing authority. Participants in the program are from a voucher waiting list maintained by the Housing Authority. The waiting list opens once every few years for new applicants and is quite lengthy.

Mortgage Credit Certificate Program (MCC)

The Mortgage Credit Certificate Program (MCC), authorized by Congress in 1984, provides financial assistance to first-time homebuyers. The Santa Clara County MCC tax credit reduces the federal income taxes of qualified borrowers purchasing qualified homes; thus having the effect of a mortgage subsidy. The current tax credit rate is up to 15% of the interest paid to the Lender on the first loan.
