Mobile Home Rent Stabilization Ordinance

On October 28, 2021 the Mobile Home Rent Stabilization Ordinance (MHRSO) became effective. In September of 2022 the City of Mountain View made some changes to the  MHRSO. The Rental Housing Committee is tasked with administration and implementation of the MHRSO and adopted Regulations to further detail certain key components of the MHRSO.

Key Elements of the MHRSO

  • Limits rent increases to ONE (1) per 12 months, in an amount not to exceed 100% CPI, starting on September 1, 2022
  • Establishes a Base Rent, which is the rental rate, charged on March 16, 2021; for tenancies started after March 16, 2021, the Base Rent is the initial rent charged at the start of the tenancy
    • Rent levels need to be rolled back to the amount charged on March 16, 2021
  • Protects mobile home tenants with Just Cause eviction protections (mobile home owners are covered under State law)
  • Grants the Rental Housing Committee the powers and duties to implement and enforce the MHRSO

Mobile Home Park Conversion Ordinance and Zoning Codes

The City of Mountain View's City Council adopted a Mobile Home Park Conversion Ordinance and zoning codes to regulate mobile home park closures and/or conversions.

State Law

The State of California's Department of Housing and Community Development regulates mobile home parks via the Mobilehome Residency Law. The Law outlines a wide range of regulations for parks including the following.

  • Rental Agreements
  • Rules and Regulations
  • Fees and Charges
  • Utilities
  • The Mobilehome Residency Law is enforceable through court action.
