The Community Development Block Grant (CDBG) program is a federal grant program funded by the U.S. Department of Housing and Urban Development (HUD) that provides funding for a variety of projects and programs to serve low income residents and areas.

The Home Investment Partnership Program is also funded by HUD and provides funding exclusively for affordable housing activities benefitting low income households.

Uses of CDBG and HOME Funds

The City receives about $600,000 - $700,000 each year in CDBG and HOME funds. Much of the funding is allocated to non-profit agencies. The CDBG and HOME funds are used to develop and maintain affordable housing, finance public improvements and fund public service agencies that serve lower income households.

CDBG and HOME Grant Recipients

All public service grant recipients are required to complete and submit progress reports online through Zoomgrants.

CDBG/Home Funding Cycles

The City of Mountain View administers a two-year application cycle for public service agencies and an annual cycle for capital projects. Applications are typically available in October or November of every year. The application period for fiscal year 2018-19 CDBG and HOME funds for capital projects is now closed.

Federal Compliance Requirements
Every five years the City Council adopts a Consolidated Plan that contains the goals and objectives for the City’s CDBG and HOME funding. Annually, the City Council adopts an Action Plan based on the funding allocations received in a given year. Links to the current Consolidated and Action Plans are provided as follows.
