Property registration and fee payments are due January 31, 2024.  
Register and pay fees online at mvrent.mountainview.gov.

Annual registration for all CSFRA covered units is mandatory and the CSFRA requires landlords pay an annual Rental Housing Fee established by the Rental Housing Committee (RHC) to fund the reasonable and necessary expenses of implementing the program. 

Property Registration

To register your property online, log in to mvrent.mountainview.gov . Alternatively, registration can be submitted to staff on paper using the registration forms found below.

Through the portal, owners and Managers can:

  1. Register Rental Properties Annually
  2. Pay Rental Housing Fees 
  3. File for Rental Housing Fee Exemptions
  4. Manage timely property updates throughout the year

Timely Updates

  1. Manage Required Information
    • Owner/Manager Contact Information (within 30 days of change)
    • New Tenancy Information (within 30 days)
    • Tenant Turnover Information (within 30 days)
  2. Submit Required Notices
    • Termination Notices (within 3 days) and Notice Follow-up Documentation (within 7 days)
    • Banked Rent Increase Notices (within 7 days of serving notice on the tenant)
    • Voluntary Tenant Buyout Notices (within 15 days of execution)

Rental Housing Fees

FY 2023-24 Rental Housing Fee - $108.00 per unit (adopted June 12, 2023) 

Rental Housing Fee Invoices are mailed in late December to all CSFRA covered properties and payment is due by the end of January. Rental Housing Fees can be paid online after registering your property at mvrent.mountainview.gov. Invoices for previous years will have different per unit fees. Any unpaid balance for past-due annual rental housing fees and penalties from prior years or previous owners remain due. Late payments result in fines as described below.

Compliance and Enforcement

Landlords who fail to register or pay the Rental Housing Fee are considered substantially non-compliant with the CSFRA. If a landlord is out of compliance, they cannot lawfully raise rents and/or file a petition for upward adjustment of rent, including Capital Improvement Petitions. Being substantially out of compliance may result in:

  • Mailing non-compliance letters with a copy sent to affected tenants
  • Posting non-compliant properties to City website at mvrent.mountainview.gov
  • Late fees of 4% per unit per month for not paying annual rental housing fees
  • Late fees of $25 per unit per month for not completing the annual registration
