This study focuses on local transit and shuttle services in the City. It explores the possible modification, expansion, and/or consolidation of services to better serve Mountain View residents and employees. In particular, the study addresses service needs for senior citizens and students, as well as strategies for first-mile/last-mile connections. This study performs a comprehensive review of local transit service in the City, including VTA, MVgo and Community Shuttle services, and reviews and analyzes service ridership, efficiency and effectiveness.

As a part of the study, a community survey was conducted in August 2019 to help understand the travel needs of residents. The survey results, along with the findings of the existing transit service conditions and input collected from stakeholders, are documented in the Preliminary Shuttle Study Analysis report.

City Council received project status update memorandum on November 27, 2019. Information on potential service modifications and order of cost estimates was presented to the City Council at a Study Session on February 25, 2020. Based on the feedback received at the Study Session, additional research was conducted to gather information regarding on-demand transit and mobility wallet and its implications for Mountain View and presented in the Service Alternatives Report.
