Evaluation surrounded by Engineering, Education, Enforcement/EMT, Encouragement, Engagement, EquityVision Zero is an integrated set of policies, plans and programs based on the philosophy that fatal collisions are unacceptable and often preventable. Vision Zero aims to counteract what we are seeing on our High Injury Network Map.  High Injury Network map represents corridors with a high number of fatal and severe injury crashes and/or high rate per mile by segment.

On December 10, 2019, Mountain View City Council unanimously adopted a Vision Zero Policy to eliminate fatal traffic collisions in Mountain View by 2030.

Mountain View's Vision Zero approach is based on collision analysis, industry best practices, as well as input from a community meeting, online survey, and the Bicycle/Pedestrian Advisory Committee.

Vision Zero Action Plan and Local Road Safety Plan

The City is currently developing an integrated Vision Zero Action Plan and Local Road Safety Plan. This Plan is focused on eliminating fatal traffic crashes that affect all transportation modes including motorists, pedestrians, bicyclists and transit riders. Through the action plan, we will analyze historic crash data, compile proven countermeasure, identify and prioritize projects, and recommend safety projects for implementation.

In addition to engineering/infrastructure improvements, the Vision Zero approach encompasses the 7E's:

  • Encouragement
  • Enforcement and emergency response
  • Engagement
  • Equity
  • Evaluation

Local Road Safety Plan Outreach

Vision Zero Outreach and Marketing Campaign, 2024

In the summer of 2023, the City issued a Request for Proposals (RFP) and selected the consulting firm MIG to lead our Vision Zero Outreach and Marketing Campaign. Together, we will develop a brandbook and a suite of outreach and engagement strategies to support Vision Zero and cultivate a culture of active transportation in Mountain View. Our public awareness campaign will encourage safer and slower driving, and increase awareness of all road users to prevent traffic injuries and deaths. Our campaign kickoff will occur in early 2024.
