Parks and Recreation Strategic Plan

The purpose of the Parks and Recreation Strategic Plan (Plan) is to define a clear vision and action plan for the future of Mountain View’s parks and open space, trail system, recreation facilities, and recreation programs and services. The City’s last Parks and Open Space Plan was adopted by the City Council in 2014, and the Recreation Plan was adopted in 2008. Both plans have reached their intended lifespan. Combining these two documents will create a cohesive plan that will address the open space needs of the community and identify and analyze the variety of programs that utilize these spaces and associated facilities.

Recreation Plan (2008)

RecPlanCoverThe Recreation Plan (Plan) was a comprehensive review and assessment of recreation programs, services and facilities provided by the Community Services Department—Recreation Division, as well as a long-term (10-year), recreation-focused vision for the community. The Plan served as a companion document to the Parks and Open Space Plan. The Plan emphasized the role and vision of the Community Services Department to “Create Community through People, Parks and Programs” and included recommendations for both traditional recreation programs services and facilities, as well as other human service and community programs viewed as important by the community.

During the extensive public input process, common themes emerged that identified the key community characteristics and constraints that framed the dialogue and informed the Plan recommendations. In summary, the Mountain View community's sense of place was "recreation asset-rich,” with many family-friendly gathering places, where people felt safe and secure. At the same time, the community struggled with questions of how best to use remaining open space; how to assure sufficient recreation programs, services, and facilities; and how to increase access to those programs in the face of increased population, density and diversity.

The City of Mountain View’s Parks and Open Space Plan (Plan) was a comprehensive review of open space needs for the city. The Plan offered a long-range vision intended to guide decisions made to advance park and open space resources that enhanced the quality of life for all people who live and work in Mountain View.

The Plan incorporated a detailed evaluation of current needs and prioritized recommendations for the acquisition, improvement and preservation of parks and open space. The plan aimed to ensure that Mountain View increasingly enjoyed parks and open space resources that were evenly distributed throughout the community.
